I've attached a Word doc with more details, but it appears when neither a vertical nor a horizontal scrollbar is displayed within a grid, the right-most cell in the grid is still allocating room for a vertical scrollbar. If either a horizontal or a vertical scrollbar (or both) are displayed, then the cell correctly extends to the right edge. It seems to me this is a bug.
