Version Scheme for part instances?

I want a new part instance to follow our standard versioning scheme, but it appears to be a different scheme (starts at Rev A). How is versioning controlled on part instances? I can't seem to find any information on this subject or a PTC support article.

It is controlled from a file and in the OIR for part files.

Ah, its labeled as "Product Instance" and not part instance. Thanks!
