Checked with IT and got no luck.

Can you try with this command from the command prompt with admin privileges.
WT_HOME\bin\windchill.exe -w "WT_HOME" --java="JAVA_HOME\jre\bin\java.exe" shell

WT_HOME and JAVA_HOME are replaced by the actual path of by %WT_HOME% and %JAVA_HOME% . You can set these variables first.
